💡 Description

Complete the transition to full structured XML metadata across all PDS registry components. This theme builds on the initial support added in #632 (B16/B17) and drives the full production rollout of structured PDS4 metadata in OpenSearch, enabling richer and more precise attribute-level search capabilities.

Key work areas:

• Update registry-loader to use final OPS LDD v1.0 specification (see Complete final draft of ops LDD v1.0 pds4-information-model#1029)
• Re-index all production registry indices to structured metadata format
• Update Registry API query syntax to support structured metadata search
• Refactor registry-sweepers to produce and process structured metadata
• Update downstream tools (peppi, search-api-notebook) to consume structured metadata
