DOI GUI "reserve" feature not working as of 20231106

🐛 Describe the bug

When I did clicked on the "Reserve" button -- nothing happens.
As of 20230911, GUI still not responding when the "Reserve" button is clicked....
As of 20231106, GUI still not responding when the "Reserve" button is clicked....

I entered the information in the form and uploaded a XLSX. But, no joy.

🕵️ Expected behavior

I have attached 2 XLS. One is missing a value for <title> in the 2nd row (which I assume would generate a Warning / Error). It would be nice if, after validating the XLS, the "Reserve" button is inactive.

The 2nd XLS is complete and should have been processed after clicking on "Reserve" button.

In both cases, nothing happens (i.e., no perceivable action)....
