Create the ground station overview tool

Design a "ground station overview" page that will allow users to view the substations, pipelines, and devices available to the ground station as well as the capabilities of each pipeline.

The ground station overview utility should also offer additional functionality to ground station administrators such as viewing all device commands, submitting device commands on the fly, and additional information such as:

• Links to the "tracking" pages for the currently active reservations
• Most recent device state information
• Substation alerts

This is currently being worked on. It will consist of a main "overview" page that shows a summary of all substations and a "detail" page that shows the details of a specific substations and also allows administrators to edit or manually command the substation.
