Implement the backbone for the on-boarding process

Prerequisites:
- [ ] Multi-language support
- [ ] Buttons... that are under the messages (idk what they're called)
- [ ] ChatSettings.json module is ready
- [ ] Chat state is ready
    - You need a way to go from one message to another: hello —> pick your language —> pick your tutor —> accept terms and conditions —> chatgpt warning etc.
