Auto-Framing fails on Windows 11 with NVCV_ERR_SELECTOR on "Temporal" option

Current and Expected Behavior

When a user on Windows 11 creates the Auto-Framing filter, they may encounter it failing to initialize with the error "Temporal" instead of successfully initializing it.

Steps to Reproduce the Problem

1. Install Windows 11 on a machine with NVIDIA hardware capable of Tensor.
2. Install NVIDIA AR Redistributables
3. Install OBS Studio
4. Install StreamFX
5. Add a Video Capture Device
6. Add a Auto-Framing filter
7. Error may occur or may not occur.

Any additional Information we need to know?

Repro is low to non-existent.
