Add chart comparing on-chain retirement totals with off-chain retirement totals

On the off/on-chain carbon comparison page

Just calculate total retirements from Verra registry dataset over time, and plot alongside the total on-chain retirements over time (two sep charts)

If we want to show them side by side the axes will be wildly off, we could do a "% of supply retired" comparison
