(feat) Public projects (read only)

Be able to go to the 'more' section of a project and toggle a 'public' view of the project. This will allow anyone to see and interact with the project and tasks but cannot edit them. The scope of this is exclusively:

1. in the 'more' section for a given project you can toggle a 'public' attribute which will be reflected in the db.
2. you will need to double confirm
3. project is public

Currently this functionality will be limited to read only. Need work to be done on backend here to continue
