Phase 6: default distribution. Depends on #27, #29, #30; mutation enablement additionally on #31.

• Native in-process management tools for granted ZeroClaw agents (same request/response types as MCP; parity CI)
• [management] enabled / mutations_enabled config surface; default read-only
• Mutation-enablement operator ceremony (host-owned, not an MCP operation)
• Bundled management skill + generated Claude Code and Codex client packages from canonical sources; drift CI (regeneration leaves worktree clean; manual edits to mirrors fail CI)
• Size gates: no idle process, <100 KiB embedded assets, <2 MiB optimized binary growth
