beacon: default relays table to most-recently-checked; move pod link to footer

- public/index.html: relaysState default sort -> lastChecked desc (now the
  prober keeps it fresh, freshest-first is the useful default; columns stay
  click-sortable). Move 'Link your pod' from the topbar to the footer to
  de-emphasize it until polished; keep Relays in the topbar.
