[ENH] Clustering Initialization and Repartition

Add to the framework a clustering initialization and repartition based on mutual information.

An option added to get partitions created by a clustering that uses mutual information.

Once #20 is finished, we will use the distances calculated beforehand to create a hierarchical clustering with each possible edge. Then, each we will select t clusters, where t is the number of threads we will use to create the Bayesian Network.
