TERMINATING has never been observed on a real VM, and neither has PENDING on a build. SUSPENDING was caught once (2026-08-01), by one VM in a recording where a second VM at the same poll resolution missed it. They are real and brief; m80 models all of them on the injected clock, where a test can hold them open as long as it needs.
Two acceptable ends: a recording session with tighter polling (or a larger build) that captures them, after which they graduate out of unrecorded.md; or an explicit decision that the injected-clock modelling is the permanent answer, recorded on that page. What this issue exists to prevent is the third option — the docs quietly implying they were observed.
