the devices' accuracies doesn't seem to be affected by the other devices

Is it normal that the devices are not affected by the other devices?
I created 10 devices and no matter how many rounds, epochs, and optimization methods , the accuracy doesn't seem to be improved or decreased by the other devices., from what i understand , federated learning should help the devices to learn from each others without sharing the data, from what i see from the results, it's like performing distributed learning not federated learning.
