Add shell tab completion support for CLI commands

Add shell tab completion support for oss-dev-new commands. Typer/Click both support generating shell completion scripts for bash, zsh, and fish.

Tasks

• Add --install-completion flag to oss-dev-new
• Add --show-completion flag to oss-dev-new
• Document completion installation in README
• Test with bash and zsh
