DisabilityStatus = 98 question

Recently, the DisabilityStatus = 98 was added to Sample Code (I need to check the Spec):

To confirm, should we keep DisabilityStatus = 99 only (without 98) here:

Please notice that DisabilityStatus = 98 is for (t)lsa_Person table only, and for tlsa_Enrollment there is no DisabilityStatus = 98, so I am not sure about these recent updates:

About Spec: do we need somehow to reflect 98 for DisabilityStatus here:
