Zips don't work in iOS 7

In iOS 7 Apple added the ability to display the contents of zip files. However, zip files created by PHPZip don't display (the loading spinner just spins indefinitely). These same files are fine on Windows, OS X, etc.

I'll look into it. Does the Apple "Archive" app have the same problem?

Opening the zip with Archive.app in OS X is fine. Also, extracting the zip and then re-archiving it with the Archive app produces a file that can be read by iOS so it's not the actual contents that are causing the problem.

Zipinfo for the two files produces...

I've had issues with Apple before, specifically their archive tool. The
problem is the way the zlib encodes the files on PHP, and I had to jump
through some serious hoops the last time Apple screwed up. Hopefully
this is minor.
The problem was that the Archive tool never told us what was wrong, just
that it didn't like the files, sadly the solution was to dumb down the
information included in the Zips. The Zip standard have moved into the
21st century, where Apple simply chokes on features added after 1997.
