Dockerfile from official php image

The docker image for php is based on ubuntu. It would be better to inherit from official php docker image.

while testing docker php images I saw that

• php:7.3.5-zts-alpine3.9 rely on alpine with apk
• php:7.3.5-apache-stretch rely on debian with apt
