Potential bug with oxidants update function in GOCART2G library

I am wondering if this is a bug in the SulfateUpdateOxidants function of the GOCART2G library. It is at Line 7401. I feel like it shoule be that nymd_last /= nymd_current, instead of nymd_last == nymd_current. I am not sure how big a difference it will make, though.

According to the lines inside the if block, it is likely a bug. I would refer it to @vbuchard
