keep create notes instead of use workspace

Environment: OWUI 0.8.3 + latest plugins (sdk pipe: 0.7.0)
Models: GLM

Scenario: upload a csv file, ask the model with example prompt.
"Analyze sales_data.csv in the current directory, calculate total revenue per product category, and export an Excel file named category_summary.xlsx for me."

The response keeps working with notes, instead of creating files in the workspace and the uploaded data file was not moved to the workspace. The folders were created successfully but all were empty.

filter 已经安装的 0.1.2版本 且优先级设置为 0

工具调用的能力中似乎有 publish files，但是没有看到创建文件的工具。

有点奇怪这是我的结果，我也是0.8.3，并且只配置了byok的秘钥相关信息，其他配置都保持默认。

我注意到文档 filter 里 Target Model是"copilot_sdk"，但是 pipe 生成的默认模型前缀是"copilotsdk"。 这个不一致会有冲突么？

另外，是否需要开启 filter 的全局启用？

模型显示名称是copilotsdk,id里面应该是包括copilot_sdk的，filter是需要开启全局启用，这样上传的文件才会复制到工作区中，但是不应该没有bash工具。

好像是如果第一次配置的是byok的，模型id的确没有，这个可以修复。但是bash工具的确迷

知道原因了，当没有 MCP 服务器时，available_tools 设为了一个只含我们注册工具的名称列表，Copilot CLI 的内置 bash 工具不在这个列表里，所以被过滤掉了。MCP 模式因为设 None 而没有这个问题。

修复：两处 available_tools 的赋值都改成始终返回 None（注册的自定义工具通过 tools 参数传入即可，不需要再用白名单限制）。
