Keyboard layout didn't change into boot PSD Wizard

Hi,
I try to change my keyboard layout (For winpe image boot phase). But it will continue to use US QWERTY keyboard instead of the AZERTY French keyboard I want.

I have edit the customsettings.ini with the following local settings :

KeyboardLocale=040c:0000040c
KeyboardLocalePE=040c:0000040c
UserLocale=fr-FR
SystemLocale=fr-FR
UILanguage=fr-FR

(I have tried with only keyboardLocale setting or KeyboardlocalePe setting and I use both but It don't change anything)

Also, I have edit bootstrap ini :
KeyboardLocalePE=040c:0000040c or KeyboardLocale=040c:0000040c or both.

No change appear.

Please, I need help.
