Modify whether spells and charm effects are pogo-able

All spells (including upgraded spells) are able to be pogo'd. Specifically Spore Shroom and Thorn of Agony are also able to be pogo'd. The charm effects should definitely not be able to be pogo'd, and some of the spells shouldn't either.
