Investigate the possibility of enabling variations on a pipeline level

It would be handy to keep the task definition clean and allow looping on a pipeline level.

NOTE: potentially allow for passing in cli flags or env vars to enrich certain properties

e.g. EIRCTL_TASK_$task_name_VARIATIONS=[{VAR1:123},{VAR1:456}]
