missing xodr for testing

thanks, for testing the script, I have got this error
UserWarning: User configuration file unavailable.
warnings.warn("User configuration file unavailable. ", UserWarning)

I think there is no user_config.json file in tests folder, could you provide an example of this document or could you tell which information should be included in such a file?
