Switch to `ruff`

Switch pre-commit checks to ruff, as in https://github.com/xCDAT/xcdat/pull/702/files.

@forsyth2, was your thought to move to ruff on zppy, too? Or just zppy-interfaces for now?

Both would be good, I guess I hadn't created an issue yet on the zppy side. I recently compiled a list of DevOps tasks though:

zppy-interfaces

• [Feature]: Add Makefile
• [Bug]: missing deps in pyproject.toml
• Switch to ruff

zppy

• Probably also switch to Ruff...
• Add pre-commit tools for bash formatting
• Use pyupgrade (still relevant?)

zstash

• Remove unneeded dependencies
• Probably also switch to Ruff...

E3SM Data Docs

• No DevOps issues currently, but it could benefit from the pre-commit checks the other repos have

Switching to ruff-format would replace this for the most part.
