Company> post a job> posting process shouldn't continue when location and education level aren't set

Describe the bug
When signed in as a company and adding a new job post, location and education level must be required in order to post a job, but actually a job can be posted when they're not filled.

Steps to find this issue:

1. Go to http://devalopers.herokuapp.com/login
2. Log in as a company with the below credentials:
   Email: company1@devalopers.com
   Password: Company@123
3. Go to the green button "post a job"
4. Try posting a job without selecting Location and Education level
5. A job will be posted normally, were it shouldn't

Expected behavior
Job posting process shouldn't continue when the "Location" and "education level" fields aren't filled
