I recently tested the combination of Dinky 1.2.5 + Flink CDC 3.6.0 + Flink 1.20.3. Dinky 1.2.5 is indeed compatible with Flink CDC 3.6.0. Just place their JARs into the $DINKY_HOME/extends directory as usual, and also copy them to the $FLINK_HOME/libdirectory.
