Sticky table headers

Chrome finally supports this in CSS without any javascript requirements.

• Test will all major browsers
• Ensure it works w/o issues on apps with a sticky header
• Test with various UW apps using DfmWeb.
• Make it optional? Or only apply to tables of a certain size (if that can be done w/o JS)
