Goalie can't goal kick

# The Problem
Currently, the goalie fails to execute the goal kick, leading to a timeout. 

# The Reason
The timeout results in positioning the ball at the edge of the penelaty area. The ball is then in play and accessible for teams. Since kickoffs are a regular occurance they shouldnt lead to a loss of possession. 

# The Solution
We intend to identify the issue and implement a fix.
