Problem
The current protected-main product requirements contain duplicate PRD-FR-2A, PRD-FR-2B, and PRD-FR-2C sections. The later block also cites ADR 0264, which is not present on protected main, and cites ADR 0256 for O*NET linkage even though accepted ADR 0256 now governs evidence-bearing Voice combinations.
Because ADRs are normative, the supporting PRD cannot currently establish the later occupational hierarchy/content/linkage claims as accepted product authority.
Acceptance
- inventory each duplicated requirement against protected-main ADR, implementation, migration, tests, API, and rendered/runtime evidence
- retain distinct stable requirement identifiers
- remove or relabel stale candidate-only claims without deleting implemented capability
- keep Voice ADR 0256 distinct from occupational authority
- keep unsupported occupational linkage explicitly unavailable; do not invent a replacement ADR number
- add a documentation regression for unique PRD requirement identifiers and existing ADR references
