Will Claude via VSCode Copilot honor this?

When using Claude models via a VSCode Copilot subscription, will Claude honor and read the instructions/skills etc.? Or does one need a separate Claude subscription for this?

Can this be made work for an entire GitHub organization or only for one repository at a time?
