With QUATERNARY_GUI it seems no action is taken and keys from the primary layer still propagate. With TERTIARY_GUI used in an identical way I can achieve the desired behaviour.
Also note the description I see in Layout Manager for this action is "Holds gui with the tertiary layer", when I would expect "Holds gui with the quaternary layer".
