Bug When Closing Access Reqest

When updating a request:

• Pressing 'Submit' right away keeps the ticket open
• Pressing 'Close' closes the ticket
• Un-checking the access point and pressing 'Submit' closes the ticket
• Un-checking the access point, the re-checking it and pressing 'Submit' closes the ticket
  This last one is a problem, as the ticket should stay open.
