Datasets With No Files

Some datasets do currently not have a file, e.g. storm europe for Cyprus: https://climada.ethz.ch/data-api/v2/dataset/6111a35b-6c0e-4ccb-a0f2-78f893ca34df/

Why this is the case needs to be investigated.

Regardless of the investigation - we need to consider a check for file existence before a dataset is activated.

Pro: no dataset without a file
Contra: not all, e.g., countries have a dataset. (is this a problem?)

Good point! We have had this discussion several times already in particular for the Storm Europe dataset, which contrary to most others, is regional only. Hence, it does not make sense to have it for all countries. For the case of Cyprus, could it be that there are simply no European winter storms and thus no dataset?

We have a series of scripts written by Yue from 2-3 years ago to check the completeness of the API data (on the ETH gitlab). We should check whether they still work as intended and use them more strickly in the future?
