[Enhancement] Add support vcpkg installation

Hi! I really like this library and I want to make it easier for others to install. I am planning to create a port for this library in the official Microsoft vcpkg registry. I will handle the packaging and maintenance. Do you have any specific version constraints I should know about?

Thanks for the legitimate interest in our library. Vcpkg support is something we have on our roadmap for some time now. We would surely appreciate it if you would upstream changes to the packages by creating a PR to upstream your changes. Would you mind that we would take the role of publishing and maintaining an official package in the vcpkg registry? Ofcourse you are still free to post an unofficial port to vcpkg. If you do so, please mention it is unofficial (maybe with link to this issue).

I agree, fixing this upstream is the right way to go. I am relatively new to this codebase, but I have identified that the issue is mainly related to CMake configuration for locating onnxruntime headers on Windows via vcpkg.

I will fork the repo and try to implement the fixes in CMakeLists.txt. I might ping you if I get stuck with specific build flags. Thanks for the guidance!
