What command is being used to generate this library (looking to generate v2 API)

I am working on a .NET project, but I would like to get ahead with v2 of the API to avoid trouble down the line. I would like to generate a package for v2, but I do not know which command is being used.

What codegen command/parameters are being run to create this solution?
