This is a request from HR

the problem is that we don't have an easy way to share a link for the latest version of a specific file - as of the information we got from HR, it is confusing for their users to see the landing page with all the metadata. They just want to see the specific document.

Requirements:

1. having a link directly to a document, without landing page, working across any version (combination of parent pid and whatever pointer to the specific file) and having this link easily copied from somewhere in the interface
2. old redirections to specific files working

Options:

1. having a tag on files and setting this tag on each new version of the file (and redirecting to a file tag, not name) - since names can change
2. adding a "revise" button on the file, to preserve the filename and rely on that when redirecting to the latest version
