Reject deterministic peer attempts before tracked-job creation #44

Description

@CBEPX

Summary

Preflight deterministic terminal, completed, running, and fence rejections before creating a tracked companion job, while retaining authoritative mutation CAS and durable drift evidence.

Evidence

Duplicate and immutable critique calls create a tracked job before activation rejects them, leaving deterministic junk failures.

Desired outcome

Deterministic rejections create no junk jobs, while concurrent contention and workspace drift remain truthful and durable.

Acceptance criteria

  • Run terminal, completed, running, and fence preflight before createCompanionJob.
  • Retain authoritative CAS after job creation.
  • Fingerprint drift records durable STALE_WORKSPACE.
  • A concurrent CAS loser may retain truthful contention evidence.
  • Never delete history.

Severity/release disposition

Medium reliability and state-hygiene risk; mandatory v1.7.4 scope.

Provenance

Confirmed by the v1.7.4 reliability audit of duplicate and immutable peer attempts.
