Subject: [PATCH 1/2] ci: native multi-arch publish (amd64 + arm64, no QEMU)

Build each (image, arch) on a native runner (arm64 on ubuntu-24.04-arm),
push by digest, and merge per-arch digests into one multi-arch manifest per
image. Replaces the emulated arm64 leg that stalled 40+ min.
