Fix DSL selection to honor project-specific configuration

Summary

• normalize candidate AdditionalFile directories before comparing them to the requested project directory
• allow project-level DSL files to be matched even when MSBuildProjectDirectory is provided as a relative path

• dotnet test (fails: dotnet command not available in container)
