LOBPCG (and variants thereof) for eigenvalue problems

LOBPCG is a vaguely-Krylov-subspace-esque method for eigenvalue problems. It's quite popular in practice. We might consider adding it to RandLAPACK. There's also ongoing work in understanding it. I believe Rob has looked into it a bit, and there's an interesting paper here: https://arxiv.org/abs/2601.04429.
