Add approval bootstrap in Legal Entity Composition

To bootstrap approval and approval polices we have to use https://github.com/Backbase/stream-services/tree/master/stream-approvals/approvals-bootstrap-task however this does not have a good error handling and an upset mechanism.

As a developer, I want approval bootstrap to be part of LE Composition Service with an upset approach. This will reduce manual work teams has to do on different projects.
