Integrate an automatic numbering sytem

It takes all data sets and overwrites the numbering system, whether it comes from existing data sets or has been added manually. It also counts distributions.

@Willubilu Check out the new ids and the script. I think this will be enough for us. It takes the ID of the dataset in raw and builds the ID in datasets all. This way we ensure the same id is given to the same dataset, unless id changes in raw datasets,
