Issue Description: When a user clicks Administration and selects Semester Management from the dropdown, they are taken to an interface where they can add a semester. After selecting the term and year and submitting the form, an error occurs instead of adding the semester.
Expected Behavior:
The semester should be added successfully after the user selects a term and year and submits the form.
