Issue Description: In Semester Management, the text hierarchy is unclear. The Semester Management page title, the Download Semester Syllabi section heading, and the semester terms listed below are too similar in font size and weight. This makes it difficult to quickly distinguish the main page title, section title, and individual semester entries. Moreover, the horizontal divider does not align well with the content either.
