Huber diffractometer in 8-ID-E

This will use a Difffractometer object from the hklpy package. Looks like it might be a "6-circle". There's more than one possible pre-defined geometry so some discussion with Joe Strzalka is needed to identify which one.

The EPICS IOC is not running now so the motor screen only shows PV names for the motors:

Note they are motors 1-11, and then 15.

With this definition, the existing huber_diffractometer.py file can be removed.

Be sure to install the compiled library code: conda install conda-forge::hkl

Also add import gi in the startup.py file before import matplotlib is executed (froim any import).
