Fix Service Bus part based on review

• SLA details needs to be updated. Premium AZ feature with partitions enabled has 99.99% SLA (page 78 in sla doc)
  

• Change the name of the "Capacity" column to "Messaging units" in the detail pane and summary pane to make the source clear
  
  

• Display number of Partition("premiumMessagingPartitions") as column

Currently, ARG does not support child resources such as queue and topic.

The following were considered but not obtained by ARG:

• can we also capture geo recovery feature is setup or not? not sure this is exposed in ARG
• Do we have ability to support partitioning as well?
• Can we check autoscaling?
