Action failure exception is not appropriate

Describe the Bug with repro steps

On failures I see invalid exceptions in the action -

Even though the actual failure is in the "Create file in GSE File System" action, the exception says the 'runAfter' condition for action 'Encoding_GSE_Quotes_File' is not satisfied

Another issue is, I see invalid JSON exception, where it was valid earlier -

I'm able to save the workflow when I escape " in the xpath expression with", but it was not required earlier.

And even after escaping " in the xpath, the issue appears again after I refresh the web page

We are also facing the invalid JSON exception issue when using xpath expressions in object creation in Select actions in the Azure Portal. It seems that escaping the " characters does resolve this, but reloading the designer removes them from designer view, but not code view which can get confusing and leads to the exception message appearing again.
