Python + DTS - context.is_replaying always returns False

🐛 Describe the bug
When using DTS + Python functions, context.is_replaying always returns False

🤔 Expected behavior
context.is_replaying should return a value indicating whether the orchestration is in a replay state or executing for the first time.

DTS doesn't store is_played and SDK needs to be updated to determine is_playing based on state instead
