Split out installer tests/signing/publishing in PR builds to speedup overall runtime #6504
Description
PR builds are currently 45 minutes - 1 hour long. We could choose to bring the time down to ~20 minutes -- the time it takes to build and run tests. This will shorten the iteration cycle and help us move faster with agents.
From a quick glance, half of the time is spent on testing installers and signing. If we could make the PR publishing step a separate task we can queue after the builds are done, that would be great.
