When using FHA models that inherently have veteran are being counted as an upgrade

when using the HAPF subfaction for nucoal or the FHA subfaction for the south, models that innately have the veteran trait count against the "two models per combat group may be upgraded to be veterans" allocation for the "wrote the book" rule, even though they shouldn't.
