It should be possible to use a database to store the data for monthly resources instead of the safefiles.
For that a configuration should be added whether one wants safe file, database or both. Also there should be configurations for the database connection should one want to use one.

- Make it possible to safe all the data regarding monthly resources in a database instead of safe files.
- set up a config where the server admins can select how they want the monthly resources stuff saved.
- set up a config to enter the connection information for the database
